Criminal lawyer and internationalist, alumnus of Rosario University with a Master’s in Law from Columbia University. Served as Transparency Secretary to the Presidency between 2014-2017. He has been a professor of criminal law, finance and crimes against public administration at several Colombian universities.
He drafted the Anti-Smuggling Law, the Anti-bribery Law, the Decree that reformed contract protocols for non-profit entities, and the Decree that regulates Politically Exposed Persons, among other regulations. He has experience in foreign trade, customs law, criminal law, corruption prevention (compliance) and corporate governance. He currently serves as a consultant to the World Bank, the Inter-American Development Bank, USAID and the European Commission on matters of integrity and the prevention of corruption in Mexico, Argentina, Honduras and El Salvador.
